This is dated to 1928 0r 1929 given that the detached breakwater was completed in 1928 with an extension to shore constructed in 1930

The map has a second title along the top margin

Champion after the latest astronomical observations of Alexander Humboldt and the discoveries of Clarke, Pike, Franklin, and Parry and reviewed by A. R. Fremin and dissected on linen with original outline color. This is a difficult to find the 1853 edition of the 1828 map associated with Langlois.
